Eight-Element Safety Management System

The STL HSMS defines the processes, resources, and responsibilities necessary to protect our people, contractors, communities, and the natural environment in all operations.

Management Involvement & Commitment

Leadership sets the tone. Safety expectations flow from the top and are enforced at every level without exception.

Hazard Identification, Risk Assessment & Control

Pre-job hazard assessments, JSAs, and a full hierarchy of hazard controls on every operation before work begins.

Rules, Policies & Programs

Documented policies covering fitness for duty, PPE standards, Journey Management Plans, and vehicle operations.

Inspections

Pre-trip, in-service, and periodic vehicle inspections per NSC Standard 13. Preventive maintenance tracked and documented.

Training

Orientation, site-specific, and job-specific training programs. Competency is tracked and verified — not just attendance.

Emergency Preparedness & Response

Documented emergency response plans reviewed at pre-job meetings. All personnel know their role before work starts.

Incident Reporting & Investigation

All incidents and near misses are reported and investigated. Root cause analysis drives corrective actions and shared learnings.

Communication

Toolbox talks, post-incident shared learnings, safety records retention, and annual HSMS evaluation and improvement.

Stop Work Authority

Every Employee Has the Power to Stop Work

At STL, Stop Work Authority is not just a policy — it is a protected right and an expected responsibility. Any employee or contractor who identifies an unsafe condition is required to stop work and report it to their supervisor immediately.

No work resumes until all stop work issues have been adequately resolved. Retaliation or intimidation toward anyone exercising Stop Work Authority is grounds for immediate termination.

Signs That Warrant a Stop Work

  • Ambiguity or confusion about what to do next
  • Signs of impairment or extreme fatigue
  • Communication breakdown between crew members
  • Deviating from the documented plan without authorization
  • Violating established procedures or lockout protocols
  • Any condition that feels wrong or out of control

Journey Management Program

Every STL driver departs with a documented Journey Management Plan — the route, check-in schedule, emergency contacts, and known hazard conditions before the wheels roll.

Pre-Trip Route Review

Route conditions, road bans, weather forecasts, and construction zones assessed before every departure.

Check-In Protocol

Drivers check in at defined intervals. Missed check-ins trigger immediate follow-up from dispatch — no exceptions.

Fatigue Management

Hours of service compliance under federal HOS regulations. Drivers are never pressured to exceed safe driving hours.

Vehicle Readiness

Pre-trip inspection per NSC Standard 13. No vehicle leaves without a completed and signed pre-trip inspection form.
